LEAP does not generate the part of the MSK that would be needed to build
the IEEE 802.11r key hierarchy. As such, it won't work with 802.11r
as-is.

Why would anyone use LEAP with 802.11r? Or really, with anything
anymore.. It has been shown to have major security issues and much
better alternatives are available.
