VLAN dynamic interface down

Hi,

I remember I once (>2 years ago) had issues, that let me add an 
explicit ifconfig-up to vlan_init.c (after the new 
wlan-per-vlan-interface has been created), but I'm not certain.
Maybe this would help in your case, too?
I cannot reproduce this with current HEAD.
