Netlink communication between hostapd and mac80211

Hi,

I was understanding the communication between hostapd and mac80211 though nl80211 and cfg80211 , according to my understanding the communication has to be always initiated by hostapd. Is there a way we can initiate the communication from mac80211 through netlink sockets.
