Which hostapd version are you using? Please note that there were couple
of important fixes to 802.11r in February related to how the management
frames (RRB) are sent between the APs when using bridging. Those changes
are not included in any release yet, so I would recommend re-testing
with the current snapshot from hostap.git (0.8.x).
