EAP FAST issue

Hi,
I am testing EAP-FAST as EAP Peer on a Freescale platform. I have 
configured pac_file, using TLS internal and am using Cisco Aironet AP 
with its ACS server.
In the sniffer I  have abserved that the PAC-Opaque is included in the 
client hello message with out encrypting it.  Am getting TLS Alert 
message with "Bad certificate" error.
Please help resolve this issue.

Where as with fast_provisioning enabled in other platform with Openssl 
library it was working fine.
