from hostap/wpa_supplicant/.config

CC=arm-none-linux-gnueabi-gcc
CFLAGS+=-I/work/include
LIBS+=-L/work/lib -lssl -lnl

Where /work/lib it is where i did libnl and libssl the --prefix, like 
from openssl:
./Configure --prefix=/work/lib linux-armv4
