Bad communication

Hi list!

I have installed hostapd and it's running. Now when I associate
Windows XP laptop to the hostapd AP they can't communicate. I still
haven't setup the DHCP server on hostapd, so I have setup IP addresses
manually. When I try to ping hostapd wireless NIC this is what I see
with tcpdump on hostapd:

Problem is that Windows XP laptop doesn't receive any response on it's
ARP request (at least wireshark installed on Win XP laptop doesn't
show response).

So, as far as I see from hostpad, he sends ARP response, and as far as
I see from Win XP he doesn't get ARP response.

How to troubleshoot this? Where could be the problem?
