rt61pci &kernel-2.6.30-rc7&nl80211 driver

When I tried on linux-2.6.29.4 I've got:
./hostad hostapd.config:
Configuration file: hostapd.config
nl80211: Could not add multicast membership for scan events: -2 (No such 
file or directory)
nl80211 driver initialization failed.
On this mailing list I found that kernel 2.6.30 is needed and now I've 
2.6.30-rc7.
 
./hostapd hostapd.config:
Configuration file: hostapd.config
ioctl[SIOCSIFFLAGS]: No such file or directory
nl80211 driver initialization failed.

On both kernels iwconfig wlan0:

Where is my mistake? why is it not working?
