rt61 device works in master mode with hostapd 0.6.4 but not 0.6.7 or 0.7.0

I'm not sure I understood what you mean, but I cannot reproduce such a
problem if I remove CONFIG_DRIVER_NL80211=y from .config. It results in
an error like this:

Line 2: invalid/unknown driver 'nl80211'

If you mean not specifying driver=nl80211 in hostapd.conf and you have
enabled more than one driver, another driver wrapper is used and that
may result in odd looking warnings/errors.
