wpa_supplicant.6x in windowsXP is connecting disconnecting every 15 secs

This seems to be the main issue that causes the connection to fail, or
to be more exact, to make wpa_supplicant not notice that the driver was
able to connect.

Which Windows XP version are you using (service pack level and
language)?

Based on a quick search, there seems to be number of issues described
with  Win32_NetworkAdapter (part of WMI) that results in this provider
load failure. The proposed resolutions seem to indicate that something
in WMI is corrupted. See, e.g.,

The connection event is ignored because of the issue above that
prevented wpa_supplicant from learning that this InstanceName would
match with the driver it is controlling.
