How does hostapd support for WPS with WEP encryption?

I have solved this problem.
The main modification is in hostapd/eapol_sm.c and routine
SM_STATE(AUTH_PAE, DISCONNECTED):

...
    SM_ENTRY(AUTH_PAE, DISCONNECTED, auth_pae);
    sm->authPortStatus = Unauthorized;
->
    if auth_mode is AUTH_OPEN or AUTH_WEP
        setPortAuthorized();
->
    sm->auth_pae.reAuthCount = 0;
    sm->auth_pae.eapolLogoff = FALSE;
...
