understand Supplicant PAE state machine

I am confused abou the "Restart" state. 
Why when an eapolEap packet is received in Connecting state, the PAE
state machine goes to RESTART state? Why shouldn't it go to
Authenticating state? During an authentication process, a supplicant
should receive more than two eapolEAP packets. Is that right?
