Did I understand correctly that the network that you are having problems
with is using IEEE 802.1X with dynamic WEP keys (i.e., not WPA at all)?

Well, if they do not want to make the network secure, that would be
true.. The network is open to man-in-the-middle attacks if the PEAP/TTLS
client does not validate server certificate..
