This seems to solve this Problem. I Thought on this Roamabout Wlancard was
an Prism Chip. But one thing I don't understand. When This Card is not
Working with Hostapd, Why Hostap don't bring any errors and Why Can I
Connect with an Wlancard to this Accesspoint. Is this a lucky break?
Thanks for your Answer

This access Point should not have an Encryption or Authentification I want
to use an Open System. I use the Orinoco Driver(0.15rc4) and Hostap Driver
in Kernel 2.6.15rc7. I use an Gentoo Linux.

I use hostapd in 0.5 before I used 0.4.7.
Hostap_cs driver doesn't support Cabletron Roamabout PCMCIA card, it is
supported by orinoco_cs. But orinoco_cs can't act as accesspoint.

Here you load hostap_cs driver for orinoco card, but it can't work.

Here you load orinoco_cs for same hardware which works if hostap_cs is not
loaded but not as accesspoint.

You have to find a prism based wlan card if you want to do AP with the
