In general, I would recommend using the latest stable version when
starting a new project. 0.4.x has number of new features and cleanup in
the design that I consider very useful, but of course, you need to take
a look at whether they would be more useful for you than the potential
extra work added in moving from 0.3.x to 0.4.x.

If you want to have access to up-to-date documentation for the
implementation, you should also take into account that 0.3.x is not
documented as thoroughly as 0.4.x is. As far as future support is
concerned, I would guess that 0.4.x will be supported for quite a bit
longer than 0.3.x which may also be a useful thing to keep in mind.

If you will be able to contribute some changes to the open source
version, I would highly recommend doing this based on 0.4.x or even
better from my view point, on current development branch (0.5.x), but
that may not be that good of a choice at this point for a stable
product since it is likely going to get much more changes than 0.4.x.
