Separate process is needed in order not to make it more difficult to
implement privacy separation in wpa_supplicant. I don't want to add new
functionality that requires root privileges after startup into
wpa_supplicant if that can be easily avoided.

If that is really desired, it can be implemented by using this single
file for generating whatever is needed..
