What do you mean with "minimal authentication"?

If you are trying to use IEEE 802.1X, key_mgmt should be IEEE8021X.
EAP-MD5 does not provide keying material, so you would also need
eapol_flags=0 into that network block.

Please also send hostapd.conf.
