Did you get the same error with the newer version of the AP firmware?
WPA IE is has variable length and it could be 26 bytes if all optional
information is included. This example here is valid and it just does not
include the 2-byte capability field. AP should not really be expecting
that to be there, though, and I have seen this kind of WPA IE working
fine with Cisco APs.
