how to send frames in ad-hoc mode?

Yes it is. hostapd does it in Host AP mode and the exact same mechanism
works in ad-hoc mode. The current CVS version of wpa_supplicant does
actually support this configuration for ad-hoc mode with the simple
WPA-None and I verified that the Beacon frames were indeed being send
out with WPA IE.
