WEP and WPA?

The current version of hostapd does not support this kind of mixed
configuration. In theory, this is possible configuration for WPA, but it
would require some changes for hostapd to handle the STAs that do not
use WPA (either provide keys with IEEE 802.1X or use staticly configured
WEP keys).
