iwconfig does not always work ...

Hi,

I am using hostap version 0.1.3 with linux kernel 2.4.19. I found that 
sometimes iwconfig is unable to setup frequency, channel correctly 
(i.e., iwconfig is uanble to change the essid, the frequency, etc.).

I wonder what may be the cause for this? Any information or pointers to 
information on this issue would be greatly appreciated.
