You have configured wpa_supplicant to only allow WPA2, but the AP you
are trying to use is only configured for WPA. This will not work and you
will need to either remove that proto line or add WPA to list of allowed
protocols with that AP. Admitted, the debug message could be a bit more
helpful in saying that it actually did not even try to parse the IE in
this case..
