Yes, all non-zero status codes indicate denied association.

Host AP driver and hostapd use this code when there is not enough room
for a new STA in the AID table. Search for
WLAN_STATUS_AP_UNABLE_TO_HANDLE_NEW_STA in the source code if you are
interested in seeing more details.
