AP: drop packet to non-associated STA

I'm having trouble with hostapd and the MAC auth.

When running hostapd as the auth daemon with /etc/hostapd/hostapd.accept:
cat /etc/hostapd/hostapd.accept
# List of MAC addresses that are allowed to authenticate (IEEE 802.11)
# with the AP.
00:07:40:65:11:24

can the appropriate section of /etc/hostapd/hostapd.conf:
# Station MAC address -based authentication
# 0 = accept unless in deny list
# 1 = deny unless in accept list
# 2 = use external RADIUS server (accept/deny lists are searched first)
macaddr_acl=1

I get the following messages in syslog/messages:

I'm at a loss at the moment as this does work when I have macaddr_acl=0 or 
when I don't use hostapd at all.  I also had this working ages ago with a 
very old version of hostapd.

Linux heady 2.6.5-gentoo-r1 #1 Sat Apr 17 16:34:51 EST 2004 i686 Pentium III 
(Coppermine) GenuineIntel GNU/Linux
Wireless-tools = 27_pre17
hostap-driver = 0.1.3
hostap-utils = 0.1.3
hostapd = 0.1.3

Would anyone have any gems of wisdom of what I have forgotten or where to look 
to get more information to fix this.

If any extra information is required I'd be glad to provide it; and if there 
is any testing required I'd be glad to provide results.
