hostap and xsupplicant

Hello, this is a solution to one problem with hostap and xsupplicant. 

When I was traying to connect with xsupplicant, hostap was showing "RFC1042 header not found". 

The solution is comment in radiusd/radiusd.c the lines where hostap verifies if the frame contains a RFC1042 header.
