hostap CVS does not work without PRISM2_DOWNLOAD_SUPPORT

Thanks, fixed. prism2_get_ram_size() should not have been called without
PRISM2_DOWNLOAD_SUPPORT. Actually, I think I will just enable
PRISM2_DOWNLOAD_SUPPORT by default in the future, but anyway, now the
CVS version should compile properly without this being defined.
