You have configured dynamic WEP keying, which requires IEEE 802.1X with
EAP method that provides session keys for encrypting the WEP keys for
the station. Have you tried this either by disabling WEP keying
(wep_key_len_broadcast=0 or commented out) or by enabled IEEE 802.1X and
configured RADIUS server?
