WEP rekeying with hostap-2002-10-12

2002-10-12 does not support WEP rekeying. However, it performs 802.1X
re-authentication in 3600 seconds. There is no configuration option for
this, but you can change the constant in eapol_sm.h
(REAUTH_TIMER_DEFAULT_reAuthPeriod).
