No more space in this STA's PS mo

I've seen an AP with HostAP 2002-10-12 think a client has gone
into PS mode when it actually hasn't - maybe it got a garbled packet? This
was on a distance link with a lot of traffic. I think the fix was to
reset the card on the station (also HostAP 2002-10-12) forcing it to
reassociate.
